Question - Casting Vote?

Does Catriona get a casting vote in the case of a tie? does this casting vote apply if the question time limit has expired but votes have been cast?

If it comes to a tie, I reckon this suggests that the issues needs to be discussed more to find greater support and agreement - unless is it a minor matter of little significance.

We could get really philosophical here. In some jurisdictions a chair can cast it any way they like, in others they have to cast it so that no change is effected. I prefer to get a committee to agree by consensus, but there is the odd occasion when that will not occur. I think you need to exercise the casting vote as you see fit. This may not be the way you cast the first vote. By this, I am saying that you need a feel for the feelings of the protagonists. If one side see an issue as no big deal but support it, and the other side are passionately against it and will split if it goes forward, then for the sake of unity you might just want to vote against, rather then for.

Hi All again if it comes to a tie
i think that we could relook at the question for another week and see if we can come to a concensous. if not then chair has a casting vote. Kelvin
